Netflix does not refund partial months. When you cancel, you keep access until the end of the billing period and the remaining days are not paid back. Where Netflix does refund is billing errors: a charge after you cancelled, a double charge, or a charge you never authorised. Those are handled by live chat or phone from the Help Center while you are signed in. If Apple, Google Play or a phone or TV provider bills you, they decide the refund, not Netflix.
The Terms of Use are short on this point: payments are non-refundable, and there are no refunds or credits for partially used membership periods. You can change plans or cancel at any time, but the month you already paid for is yours to use, not to return.
